Government Set to Launch National Supply Chain Management Policy

The Commissioner for Public Procurement Policy at the Ministry of Finance, Dr. Frederick Mwakibinga, has announced that the Government is in the final stages of launching a National Supply Chain Management Policy aimed at further strengthening oversight systems to ensure effective control of public expenditure in the supply chain.

Speaking at a workshop with owners and journalists from online media platforms held in Morogoro on Wednesday, June 18, 2025, Dr. Mwakibinga said the goal is to ensure transparency, proper monitoring, and value for money in the use of public funds.

The supply chain encompasses various stages, including needs assessment, procurement, clearance and customs processes, receiving, storage, distribution, utilization, and disposal of goods, equipment, or services.

Dr. Mwakibinga stated that the policy will lay a strong foundation and introduce guidelines that align across all stages of the supply chain.

“We must recognize that failing to adhere to any step in the process can result in significant losses to the Government, wastage of resources, or poor service delivery to citizens,” said Dr. Mwakibinga.

In 2023 the Government enacted the Public Procurement Act, which is considered a transformative reform in the public procurement sector, but overall supply chain management lacked a comprehensive policy framework.

Dr. Mwakibinga highlighted that the Government spends a large portion of its budget on ensuring service delivery through the supply chain citing the 2024/25 national budget of TZS 50.29 trillion, where about 70 percent allocated to procurement.

Dr. Mwakibinga urged the media to provide accurate and educational information on supply chain matters so that the public can better understand and participate in enhancing supply chain oversight.

“The Ministry of Finance, through the Department of Public Procurement Policy and the Government Communication Unit, will continue to collaborate with you to broaden public understanding of supply chain operations among key communication stakeholders,” Dr. Mwakibinga emphasized.

Meanwhile, Dr. Maige Mwasimba, a lecturer at Mzumbe University and a keynote speaker at the workshop, outlined several opportunities in supply chain management. These include improved cost control, enhanced quality of public service delivery, and increased employment through inclusive participation of local citizens.
