All Eyes on Dodoma as President Samia Gives Historic Address to Parliament Today

The President of the United Republic of Tanzania, Samia Suluhu Hassan, is expected to address Parliament today, Friday, June 27, 2025, and officially conclude the proceedings of the 12th Parliament of the United Republic of Tanzania in the capital city, Dodoma.

According to a statement from the State House issued yesterday, President Samia was travelling to Dodoma from Dar es Salaam. Her arrival comes just one day after she returned from an official visit to Mozambique, where she had been invited as the guest of honor during the country’s Independence Day celebrations.

The 12th Parliament was inaugurated on November 13, 2020, by the fifth-phase President, the late John Pombe Joseph Magufuli. President Samia first addressed this Parliament on April 22, 2021, after being sworn in as President of Tanzania on March 19, 2021, following the death of President Magufuli.

The conclusion of 12th Parliament today will mark the beginning of a new phase leading up to the general election for the President of the United Republic, Members of Parliament, and Councilors in mainland Tanzania, scheduled to take place in October 2025.

Key issues expected to be addressed by President Samia include the implementation of the 2020–2025 CCM Election Manifesto, progress on government priorities as outlined in her inaugural and subsequent speeches, and matters related to the upcoming general election.

On Monday, June 23, 2025, in a surprising move on the Zanzibar side, President Dr. Hussein Mwinyi, who was expected to dissolve the House of Representatives, postponed the exercise to August 13, 2025. He cited the need to allow for ongoing election preparations. This delay has caused the date for the dissolution of the House of Representatives to differ from the month of June, as had been the case during the 2015 and 2020 election years.

Parliament Approves Tanzania’s Accession to the Agreement for the Establishment of the Africa Finance Corporation (AFC)

Dodoma. The Parliament of the United Republic of Tanzania has ratified the Agreement for the Establishment of the Africa Finance Corporation (AFC) of 2007, allowing Tanzania to join as a member state.

By joining the AFC, member countries gain access to funding for investment, support for intra- and inter-African trade, and contributions to the development of the energy and extractives sectors.

While presenting details for ratification of the resolution on June 26, 2025, in Parliament in Dodoma, Minister of Finance Dr. Mwigulu Nchemba stated that membership is a prerequisite for benefiting from loans and guarantees offered by the AFC.

He explained that the AFC provides commercial loans to African financial institutions and engages in other banking activities aimed at promoting investment.

“The United Republic of Tanzania proposes to join as a member without purchasing shares,” said Dr. Nchemba.

He added that ratifying the AFC agreement will broaden access to investment funding in the country. Local financial institutions will benefit from funds sourced from the AFC, which will be used to issue loans to various economic sectors.

“It will also facilitate access to grants and technical assistance in project preparation, financing, and implementation of development programs. Moreover, it will attract investment due to the AFC’s A3 credit rating in commercial loan services,” Nchemba emphasized.

From Scaling Up to Integrating Tech-Centric Interventions in Tanzania’s Schools

They are highly promising. Appealing. Proposed tech solutions for problems facing the education sector. Especially those concerning the mastery of literacy and numeracy in our primary schools.

No wonder tech folks frequent the corridors of the Ministry of Education, Science, and Technology (MoEST) with alluring proposals. All are seeking public-private partnerships that would lead to scaling up innovative solutions across the country. They come from far and wide, near and within.

I had the opportunity to observe from close range the inception of such an initiative, attend a presentation from another, and have a candid talk with the mastermind of one other. Since then, I have been wondering how to move from scaling up to integrating all these attractive interventions.

Scaling Up Teaching at the Right Level (TaRL), for example, is what INNOVEX proposed for all public schools in Tanga. Godrey Telli talks animatedly about how this regional scale up became a possibility. It’s because the pilot phase in 20 schools involving more than 2,000 students resulted in a notable improvement in over 80 percent of the lowest-performing students, he proudly insists.

Although TaRL is not tech-centric, it is the cornerstone of an initiative that is. Known as TangaYetu, the initiative emphasises, among other things, the use of digital technologies to enable equitable access to safe learning environments. Its website categorically states that it is part of initiatives “aiming to support selected cities around the world to implement coordinated programs that leverage digital technologies and artificial intelligence (AI)…” So, it is just a matter of time.
