Zanzibar. The President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has sworn in Hemed Suleiman Abdulla as the Second Vice President of Zanzibar in a ceremony held today at the State House of the semi-autonomous archipelago.
Hemed, who represents Kiwani Constituency in the Zanzibar House of Representatives, has been reappointed to the position for a second term under President Mwinyi’s Eighth Phase Government.
The swearing-in ceremony was attended by senior government officials, religious leaders, members of the security and defense forces from both Zanzibar and mainland Tanzania, as well as family members.
After taking the oath of office, Vice President Hemed Suleiman Abdulla pledged to continue overseeing the implementation of the Chama Cha Mapinduzi (CCM) party manifesto and all ongoing national development projects for the benefit of the people of Zanzibar.
“We have completed the 2020–2025 manifesto, and the new 2025–2030, CCM manifesto outlines many ambitious plans,” he said. “These include infrastructure projects, improvements in social services, and many other areas. My goal, under the leadership of President Mwinyi, is to ensure that all outlined initiatives are implemented effectively — and, where possible, we will go beyond expectations, just as we did in the first term.”
Hon. Hemed also called on the people of Zanzibar to continue safeguarding peace, unity, and solidarity, describing them as the pillars of national progress.

“I thank all Zanzibaris for maintaining peace before, during, and after the elections,” he remarked. “Our President has made history, for the first time, Zanzibar has experienced a calm and peaceful election period. This is a great honor for our country and a testament to our leadership. I urge all Zanzibaris and Tanzanians in general to continue upholding peace.”
According to the Zanzibar Constitution, the Second Vice President is appointed from the ruling party, while the First Vice President comes from the opposition party that secured enough votes to join the Government of National Unity (GNU).
Following the October 28–29, 2025 general election, the First Vice President is expected to come from the ACT Wazalendo party, a long-standing GNU partner. However, ACT Wazalendo has not yet officially confirmed whether it will join the new unity government, after its presidential candidate and outgoing First Vice President, Othman Masoud, lost to CCM’s Dr. Hussein Mwinyi.
