Zanzibar. President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has reaffirmed his government’s commitment to uphold peace, unity, and constitutional order as he officially opened the 11th Zanzibar House of Representatives in Chukwani, Mjini Magharib.
In his address, Dr. Mwinyi emphasized the importance of reconciliation and collaboration among political parties in building a stable and inclusive nation. He said his administration remains guided by the principles of the 1984 Zanzibar Constitution, which provides for a Government of National Unity (GNU) as a foundation for peace and shared governance.
“My position remains clear and firm, to respect the spirit of reconciliation and the constitutional requirement for a Government of National Unity. I am ready to implement these principles fully, in the spirit of peace, unity, and cooperation,” he declared.
Dr. Mwinyi’s remarks came shortly after his re-election in the October 28–29, 2025 general election, where he secured 74.8 percent of the vote under the Chama Cha Mapinduzi (CCM) banner. His main challenger, Othman Masoud Othman of ACT Wazalendo, received 23.22 percent.
Under Zanzibar’s Constitution, ACT Wazalendo, long-time partner of CCM in the GNU retains the right to join the government of national unity. However, the party has not yet made an official announcement regarding its participation in the new administration. President Mwinyi reiterated his readiness to engage with all political stakeholders to ensure stability and continued cooperation.
In outlining his government’s development agenda for the next five years, Dr. Mwinyi set forth an ambitious plan to drive economic growth and social progress. Key priorities include strengthening productive sectors, enhancing investment opportunities, and maintaining inflation below 5 percent.
He also pledged to raise Zanzibar’s GDP growth rate to 10 percent annually and to create over 350,000 new jobs, particularly for young people. The President underscored that these efforts are designed to promote shared prosperity and reduce inequality.
“Our goal is to build a resilient, inclusive economy that benefits all citizens—especially the youth, women, and marginalized groups,” he said. “We must ensure that every Zanzibari has an opportunity to participate in and benefit from our nation’s development.”
Members of the House of Representatives welcomed Dr. Mwinyi’s address, describing it as visionary and comprehensive.
Taufiq Salum Turky, a House meber, commended the President’s focus on job creation and affordability.
“As a young leader, I will support the President’s vision to ensure his plans reach the grassroots—particularly in creating jobs for youth and keeping food prices stable,” he said.
Badria Ati Massoud, another House member, noted that the President’s speech outlined nearly 15 key priority areas, ranging from youth and women’s empowerment to infrastructure development, sports, education, and tourism.
“The address touched every sector that matters to our people,” she observed. “It offers clear direction for social and economic transformation in the years ahead.”
With that, the 11th House of Representatives began its official business, marking the start of a new chapter in Zanzibar’s democratic and developmental journey.
