Dodoma. The government has underscored the critical role of research in shaping national development strategies, describing it as a key driver of economic and social transformation.
Speaking to representatives of research institutions in Dodoma on Monday, March 23, 2026, Dr. Tausi Mbaga Kida, Permanent Secretary in the President’s Office for Planning and Investment, said research is essential for designing effective policies and improving the implementation and management of national plans.
“Research helps us formulate better policies and strengthen the execution of our national programmes. It also enables us to build an inclusive and competitive economy while laying the foundation for a self-reliant nation,” she said.
Dr. Kida, who also serves as Executive Secretary of the National Planning Commission, revealed that the government, through the Commission, is in the final stages of developing a comprehensive framework and guidelines to coordinate research activities across the country.
The initiative forms part of preparations for the implementation of the National Development Vision 2050, which is set to officially commence on July 1, 2026.
She stressed that the primary objective is to ensure all research conducted in the country directly informs national development decisions. She also called for stronger collaboration between the government and research institutions to foster a productive, competitive, and self-sustaining economy.
“In this context, a national research agenda has been prepared to identify priority areas and support the implementation of Vision 2050. The Commission is also developing research guidelines that will provide a unified framework and clear direction for all research activities,” Dr. Kida said.
She noted that Tanzania is at a pivotal stage of economic and social transformation, but continues to face challenges such as low productivity, youth unemployment, regional disparities, and the effects of climate change—issues that require evidence-based solutions.

On population growth, Dr. Kida said the government has already initiated early planning measures to meet future demands. These include expanding infrastructure such as roads, schools, and hospitals, as well as strengthening environmental conservation systems to ensure population growth contributes positively to national development by 2050.
She further explained that the national research agenda will align studies with the implementation of Vision 2050. The framework is expected to enhance coordination among institutions and stakeholders, improve the quality and impact of research, and ensure findings contribute to four key areas: strengthening policy formulation and implementation, boosting productivity and economic competitiveness, promoting investment and private sector development, and advancing inclusive and sustainable development.
