March 28- 'The Qatar Solution': M23 in Doha for Mediation Meetings on DRC Conflict ||| SADC Army Chiefs met AFC/M23 in Goma for SAMIDRC troops exit plans
M23 President Bertrand Bisimwa, along with John Imani Nzenze, M23’s head of intelligence, and M23’s declared Deputy Governor of North Kivu, Willy Manzi, are reportedly in Doha for a mediation meeting. According to Jeune Afrique magazine, M23 representatives, as well as Rwandan and Congolese delegations, will participate in a mediation meeting.
The news comes ten days after a meeting between Rwandan President Paul Kagame and DRC President Félix Tshisekedi, hosted by Sheikh Tamim bin Hamad Al Thani, Emir of Qatar. In a joint statement, the leaders reaffirmed their commitment to an immediate and unconditional ceasefire.
Following the Qatar meeting, M23 announced its withdrawal from Walikale, while Rwanda and the DRC separately issued statements of de-escalation, a move Qatar officially welcomed.
Angola, which served as a mediator between the DRC and Rwanda, expressed surprise over the Qatar meeting, as it had organized a meeting between M23, the DRC, and Rwanda on March 18, 2025, the same day the presidents of Rwanda and the DRC met in Qatar. The Angola-led meeting fell apart on the evening of March 17 after M23 announced its withdrawal. M23 cited sanctions that made dialogue impossible, as the EU had imposed sanctions targeting both M23 and Rwanda on the same day. On March 24, 2025, the Angolan president pulled out of the mediation role, citing new responsibilities as AU Chairperson.
This is not the first attempt by Qatar to assume a mediation role in the crisis. With support from the U.S., Qatar convened a mediation meeting between Rwanda and the DRC on January 23, 2023. However, the meeting fell part due to a no-show of the DRC president, with reports indicating he had ‘doubts’ about the process. Qatar has significant business interests in Rwanda, including a 60% stake in the $1.3 billion Bugesera International Airport and a 49% stake in RwandAir. DRC president told Le Figaro magazine that he had met the Qatari delegation on the sideline of the Munich conference.
The latest Qatari mediation efforts come as the EAC-SADC has announced five former heads of state for the facilitation of the DRC peace process. Following the historic EAC-SADC meeting, the situation in the DRC worsened with M23 capturing Bukavu and other areas.
Commenting on why African-led meetings have not yielded expected results, Burundian President Évariste Ndayishimiye said in an interview with BBC that it is because ‘agreements are despised by one party. ’
It remains to be made clear, after the merging of the Nairobi-Luanda process, if there will be another merging of the EAC-SADC and the Qatar process. However, many in the DRC are hoping and anxiously waiting for the end of hostilities, as many have been displaced from their areas, with the Danish Refugee Council warning that the DRC will be one of the biggest displacement hotspots for the year ahead.
SADC Army Chiefs met AFC/M23 in Goma for SAMIDRC troops exit plans. SADC Army Chief have met the military leadership of AFC/M23 in Goma on Friday. Zyeele, Zambia Army Commander, Major General Saiford Kalisha, representative of the Chief of Defence Force of Malawi, and Major General Ibrahim Michael Mhona, Representative of Chief of Defence Forces of United Republic of Tanzania.
The meeting agreement document released by AFC/M23 shows that, it was agreed that AFC/M23 will facilitate the SAMIDRC troops’ withdrawal with their weapons and equipment, leaving behind all the FARDC weapons and equipment in their possession. AFC/M23 to coordinate SAMIDRC freedom of movement in preparation for withdrawal in accordance with the principles agreed upon
Both Parties to facilitate the Joint Technical team assessment of the status of Goma International Airport in readiness for reopening. March 27: FARDC Airstrike Hits Plane at the Airport in Walikale; Military Claims M23 is Reinforcing Despite Withdrawal Pledge || Solidarity Congo concert postponed following Paris authorities' intervention
DRC officiate new payment package for military and police.
To boost morale and initiate reform in its security sector, the DRC government has officiated a new payment package for its forces starting March 28, 2025. This includes doubling the remuneration of the police and military personnel.
“As of today, each soldier and police officer will receive, in their bank account, twice the remuneration they received in the previous month. This measure takes effect starting Friday, March 28, 2025. With the March salary payments now underway, our military personnel and police officers will finally benefit from an increase in their salaries,” DRC Minister of Finance Doudou Fwamba Likunde said in a statement.
In the face of M23 threats, the DRC security sector has been overexposed. Facts on the ground show it is constrained with limited capabilities, low morale and the conflicting loyalties of several of its highest ranking officials. This was observed with its troops and police running from several conflict hotspots, including Goma, Bukavu, and Uvira, as well as several of its high-ranking officials implicated in helping M23 or joining M23.
Several studies have indicated that low pay and corruption in the DRC security sector is one of the reasons for low morale and indiscipline, as well as making the army unpopular to some members of the public due to its oppressive behavior during extraction of various payment from citizens.
Solidarity Congo concert postponed following Paris authorities’ intervention
The French Police Prefecture announced on Thursday that the Paris police prefect, Laurent Nunez, will inform the organizers of the Solidarity Congo concert to postpone it to another date due to the risk of public disorder. The prefecture shared a letter from the City of Paris detailing protests from Rwanda’s officials regarding the concert.
“On March 7, the Mayor of Paris was alerted by the Rwandan Ambassador to France, Mr. François Nkulikiyimfura, the President of Ibuka France, Mr. Marcel Kabanda, the President of the Rwandan Community in France, Mr. Christophe RENZANO, and Tubsho Family, an association of survivors of the genocide against the Tutsi, regarding the planned charity concert Solidarity Congo at the Accor Arena in Paris on April 7,” the letter from the City of Paris read.
The letter continued: “While the concert’s objective—to support children who are victims of the conflict in eastern Congo—is obviously commendable, the choice of April 7 as the date is particularly inappropriate. This date marks the National Day of Commemoration of the Genocide against the Tutsi. Given the existing tensions between the Rwandan and Congolese communities in Paris—stemming from the situation in the Great Lakes region—as well as the denialist statements made by some of the artists scheduled to perform at the concert, the Mayor of Paris believes that holding this event on this date is likely to cause public disorder.”
Planned to be held at the Accor Arena, the concert featured several prominent artists like Gims, Dadju, Fally Ipupa, Youssoupha, Gazo, Guy2Bezbar, and Stefflon Don. The organizers of the concert have confirmed the postponement of the initiative.
“It is with regret, but also with a sense of responsibility, that we announce the postponement of the Solidarity Congo concert, initially scheduled for April 7, 2025, at the Accor Arena. This decision is not ours. It has been imposed upon us by the administrative authorities,” the organizers said in a statement.
“Until the very end, we explored every possible avenue for dialogue and every possible alternative, hoping to highlight the purely humanitarian and cultural nature of this event….Solidarity Congo is not just a concert; it is a heartfelt cry, an artistic and fraternal response to the suffering of children affected by war in the east of the Democratic Republic of the Congo.”
FARDC Airstrike Hits Plane at Kigoma Airport in Walikale; Military Claims M23 is Reinforcing Despite Withdrawal Pledge
Several reports have confirmed that DRC attack drones and fighter jets targeted Kigoma airport, striking a small plane that was reportedly about to take off. Unconfirmed reports suggest there may be around seven casualties from the airstrike. Earlier on Wednesday, some social media users aligned with the FARDC/DRC claimed that M23 forces were planning to install GPS jamming systems in Walikale.
In a statement released on Thursday, the FARDC asserted that M23 and the Rwanda Defense Force (RDF) were reinforcing their positions in Walikale, contrary to their earlier commitments.
“Contrary to the press release issued on March 22, 2025, which announced a unilateral ceasefire and the redeployment of forces outside Walikale, the Rwandan army and M23/AFC forces continue to reinforce their positions with personnel and supplies while also attacking FARDC positions,” the statement read.
“These repeated attacks have targeted not only FARDC positions in Walikale, North Kivu, but also in South Kivu—specifically in Mulamba and Bulonge in Walungu territory, as well as in the highlands of Minembwe in Fizi territory. The Armed Forces of the Democratic Republic of the Congo condemn these actions, which undermine international efforts to restore peace in eastern DRC.”
The DRC army emphasized that it would refrain from launching offensive operations to facilitate the rapid withdrawal of M23 and its allies from Walikale. However, it reserved the right to take action to protect the security of the population.
DRC Permanent Rep at the UN: Half of Rwanda’s Army is Deployed in DRC
In a statement during the 9887th meeting of the UN Security Council, the UN Permanent Representative of the DR Congo Zénon MUKONGO NGAY said half of the Rwanda army is deployed in his country to fight alongside M23. Ngay called for more robust sanctions against Rwanda and M23, including an arms embargo for Rwanda.
The Rwanda’s Minister of Foreign Affair, Olivier J.P. Nduhungirehe, emphasized that Rwanda will maintain its defensive measures in DRC until it receives security guarantees.
March 26: DRC on damage control following congressman Ronny Jackson's remarks ; After the ‘Qatar solution’, DRC is now on a charm offensive on regional leaders
DRC on damage control following congressman Ronny Jackson’s remarks. While the DRC government had introduced Congressman Ronny Jackson as President Trump’s special envoy during the meeting on March 16, 2025, DRC is now walking back from its early enthusiasm. This was due to Jackson’s remarks at a congressional hearing, which closely aligned with Rwanda’s narrative on the crisis.
“I’ve seen reactions to the congressman’s remarks, which are understandable, but his position does not represent the U.S. government. We are already engaged in discussions on a range of topics with them, and at no point has there been any suggestion of questioning or debating the territorial or sovereignty of the Democratic Republic of the Congo (DRC), “DRC Spokeperson Patrick Muyaya said at a press conference on Wednesday.Commenting on the remarks, Rwanda’s foreign affairs minister, Olivier Nduhungirehe, said Jackson’s testimony is balanced and accurate.
After the ‘Qatar solution’, DRC is now on a charm offensive on regional leaders
DRC President Felix Tshisekedi met with President João Manuel Lourenço on Wednesday for bilateral talks between the two countries. The meeting comes following Angola’s announcement on March 24, 2025, that it has withdrawn as a mediator of the DRC conflict.
In the statement released by Angola on Wednesday, it cited that the meeting between the two Heads of State reiterated the good relations that exist between the two countries and its people.
“Regarding the conflict in the eastern Democratic Republic of the Congo, although Angola is no longer responsible for mediation, the two Heads of State agreed to maintain regular consultations within the framework of Angola’s responsibility as the President of the African Union,” said Angola’s Minister of Foreign Affairs Ambassador Téte António.
Angola had earlier indicated that it was surprised by the meeting hosted by Qatar between the presidents of DRC and Rwanda on the same day that a planned mediation meeting between the parties and M23 failed to take place in Angola.
Aside from his meeting in Angola, the DRC president has also sent the DRC Minister of Foreign Affairs, Thérèse Wagner, to Tanzania and Burundi as a special envoy. The DRC Deputy Prime Minister and Minister of Defence and Veterans, Guy Kabombo Muadiamvita, held a four-day visit to South Africa, which commenced on March 24, 2025.
March 25: Burundi president warns of region going to flame: ‘If we are to die, we will die in battle’ | Congressman Ronny Jackson's testimony on the DRC Crisis: Diplomatic win for Kigali? | Thomas Lubanga wants a piece of the ‘conflict pie’.
Burundi president warns of region going to flame: ‘If we are to die, we will die in battle’. Burundi’s president, Évariste Ndayishimiye, said in an interview with BBC that Rwanda is planning an attack on them, using proxies, and warned that Burundians will defend themselves.
“When he started this war in the DRC, we saw that he wanted to move closer to the Burundi border to make it easier to attack Bujumbura. That’s why I am telling him: If you think Bujumbura is close through Eastern DRC, then for me, Kigali is close through the north,” Ndayishimiye said.
While Rwanda and Burundi have had tense relations, the two countries have recently engaged in diplomatic talks to de-escalate tensions, particularly following M23 advances near the Burundian border. In the interview with BBC, president Ndayishimiye highlighted that talks have not yielded results because Rwanda has not met its end of the bargain of handing over coup-plotters.
“If this war continues, it could become a regional issue—Burundi will be at war, Rwanda will be at war, DRC will be at war. People will be scattered, fleeing to different countries, weapons will spread, and the entire region will be in flames,” Ndayishimiye emphasized.
He continued: “We in Burundi cannot accept being killed like the Congolese people. If we are to die, we will die in battle, not in the same way as them.”
When asked why regional mechanisms and engagement have not yielded results in DRC, Ndayishimiye argued its because there is one country that despises this process and refuses to implement key agreement.Responding on X, Rwanda’s Minister of Foreign Affairs, Olivier Nduhungirehe, said the statement from Burundi’s president is unfortunate.
“This statement by the President of Burundi is unfortunate, especially since the military and intelligence authorities of the two countries are currently in discussion and have even agreed on the need for a military and verbal de-escalation. I had also discussed this with my Burundian counterpart on the sidelines of the joint EAC-SADC ministerial meeting in Harare on March 17, 2025, and we were completely on the same wavelength on this issue,” he said.
Congressman Ronny Jackson’s testimony on the DRC Crisis: Diplomatic win for Kigali? Congressman Ronny Jackson’s testimony on the eastern DRC crisis may be a setback for the DRC government, which has been seeking U.S. support to secure guarantees against Rwanda’s aggression and M23 advances. Jackson met with DRC President Félix Tshisekedi on March 16, 2025, and later met with Rwandan President Paul Kagame on March 21.
In his testimony on Tuesday at the U.S House Foreign Affairs, the Africa Subcommittee hearing titled, “Metals, Minerals, and Mining: How the CCP Fuels Conflict and Exploitation in Africa, Mr. Jackson stated that eastern DRC is essentially ungoverned, with M23 emerging as a dominant force in the region. He emphasized the need for DRC’s resources to benefit the entire region.
“Right now, eastern DRC is essentially ungoverned—akin to the ‘wild, wild east.’ The government in Kinshasa lacks the resources and capacity to control the region. In reality, it has become just another player in the scramble for resources. Everyone is exploiting the area—Uganda, Rwanda, Burundi—all taking minerals without oversight or regulation,” Mr. Jackson said.
He also called on the Congolese government to address key internal challenges, including corruption.“The Congolese government must address several critical issues. First, the domestic problem: A significant number of people in eastern DRC are not recognized as Congolese citizens, including many members of the M23 rebel group. While M23 has ties to Rwanda, it has now become a dominant force in the region, operating with little to no resistance. The Congolese military is not fighting back; in many cases, soldiers are either fleeing or joining M23.”
Additionally, Mr. Jackson echoed Rwanda’s stance on the historical ties between the eastern DRC and Rwanda. “A stable eastern DRC benefits all neighboring countries, but only if they have an economic incentive to ensure security. There must be a system where everyone benefits from the region’s minerals—whether through refining operations in DRC, Rwanda, or elsewhere. This is partly due to historical border changes. The region once belonged to Rwanda before the boundaries were redrawn. However, when parts of Uganda were also incorporated, those affected were quickly granted Ugandan citizenship. The same has not happened in the DRC, leaving many people stateless and fueling resentment.”
While Rwanda has recently faced several diplomatic setbacks, including UN resolutions and sanctions, Congressman Jackson’s testimony closely aligns with Kigali’s position on the conflict. Rwanda’s foreign affairs minister, Olivier Nduhungirehe said Jackson’s testimony is balanced and accurate.
“It’s refreshing to listen to a fair, accurate, balanced and nuanced testimony from a US congressman, who took time to visit the region and understand the root causes of the crisis in eastern DRC, far away from a simplistic and lazy narrative that we often hear from Europe,” he said in X post.
DRC FM Thérèse Wagner visits Burundi, Tanzania
DRC Minister of Foreign Affairs, Thérèse Wagner, visited Burundi and Tanzania to present a special message from the DRC president. In Burundi, Ms. Wagner met President Évariste Ndayishimiye, with DRC reporting the visit was set “to convey a strong message of solidarity and recognition from President Tshisekedi to his Burundian counterpart, HE Évariste Ndayishimiye, as well as to the Burundian people for their hospitality and generosity, including the reception of more than 70,000 Congolese refugees who were victims of Rwandan aggression.”
In Tanzania, Ms Wagner was welcomed by Tanzania’s Deputy Minister of Foreign Affairs, Dennis Londo. Wagner is expected to present President Tshisekedi’s special message to Tanzania’s president.
Wazalendo reports to push M23 out of Katana; reports remain to be confirmed
DRC aligned Wazalendo combatant, through various sources has reported on Tuesday that they have managed to push M23 out of Katana following their offensive that started at around 5. Several sources reports that Wazalendo group came from Kahuzi-Biega National Park. Katana came under M23 control on February 14, 2025, as the group later on assumed control in Kavumu and Bukavu. Following the report of clashes in Katana, schools were closed in Kavumu and Kabamba.
Thomas Lubanga wants a piece of the ‘conflict pie’
After announcing the formation of the Convention for Popular Liberation (CRP) from Uganda on March 10, 2025, and releasing documents of key figures of the group, ex-ICC convict Thomas Lubanga’s group has announced the launch of the group from Berunda, Ituri.
“The CRP is deeply concerned by the blatant and scandalous abandonment of the state’s sovereign duty to ensure the security of people and their property. The most brutal manifestations of this failure have been evident in Ituri Province for the past eight years, resulting in thousands of deaths, massive displacement of people,” CRP said in a statement read by Charles Kakani, who introduced himself as the Vice President of CRP.
“The CRP is outraged by the despicable complicity of the military administration, which, over the four years of the state of siege, has fueled chronic insecurity in Ituri by manipulating and sponsoring armed groups. The CRP calls upon the entire Congolese population to take ownership of the struggle it has initiated to bring about radical transformation towards the responsible management of the republic,” he continued.
CRP attacks on Ituri administration align with a statement from the Uganda Chief of Defence Forces, Muhoozi Kaineruga, who said they will arrest Ituri governor. “There is a very stupid governor of Ituri that has been fighting UPDF’s operations in Ituri from day one. We are going to arrest him very soon,” Muhoozi said.
March 24: EAC-SADC reveals facilitators for DRC peace; Angola ends its mediation role in DRC Conflict; M23/AFC ban demonstrations in the occupied areas
M23/AFC ban demonstrations in the occupied areas. Following public demonstrations on the night of March 23, 2025, in Bukavu, against M23 and Rwanda, M23 forces have announced the banning of public demonstrations in the areas they control.
“We do not accept demonstrations. If there is a problem, you have leadership, go to the leadership and tell them, ‘We have this and that issue,’ so that the leaders can address it. Going to the streets to demonstrate will not solve the problem; instead, by demonstrating, we will see you as enemies. You know that young people were given weapons and told, they are now Wazalendo,” said Lt Col Julien Mahano, M23’s Deputy Director of Military Intelligence when he was addressing a crowd in Bukavu.
“Now, when you hold demonstrations, the army will not be able to distinguish between civilians and Wazalendo because Wazalendo do not wear uniforms. To avoid this, that is why demonstrations are not allowed in areas controlled by M23/AFC,” he continued.
There have been several reports of abductions, rape, and summary executions in areas controlled by M23, prompting citizen demonstrations on Sunday night in Bukavu. Protesters demanded the withdrawal of M23 and Rwandan forces from the Democratic Republic of Congo.

The facilitators will be key figures in the now-merged Luanda-Nairobi processes.
Angola has announced its decision to step down from its role as a mediator in the Democratic Republic of Congo (DRC) conflict. This announcement comes just days after the country stated on March 20, 2025, that it was caught by surprise by a meeting between the Presidents of the DRC and Rwanda in Qatar. In its statement to withdraw from the mediation role, the country explained: “….Nearly two months after assuming the current Chairmanship of the African Union, Angola recognizes the need to relieve itself of the responsibility of mediating this conflict in eastern DRC, in order to more comprehensively focus on the general priorities established by the continental organization…… In collaboration with the African Union Commission, necessary steps will be taken in the coming days to identify the country whose Head of State, supported by SADC, the East African Community, and the facilitators, will take on the mediation of the conflict between the DRC and Rwanda. DRC Defense Minister Guy Kabombo visits South Africa to discuss bilateral military cooperation
The DRC Deputy Prime Minister and Minister of Defence and Veterans, Guy Kabombo Muadiamvita, is in South Africa for a four-day working visit, during which she met Angie Motshekga, South Africa’s Minister of Defense and Military Veterans on Monday. The meeting comes nearly two weeks after SADC announced the end of the SAMIDRC mission and the phased withdrawal of its troops from the DRC.
“During this meeting, the two high-ranking officials discussed ways to revitalize and strengthen bilateral military cooperation between the two countries, taking into account the current security situation in the Democratic Republic of the Congo (DRC),” a statement from the DRC Ministry of Defense reads.
The statement highlighted: “Several key points were addressed, including enhancing strategic and technical exchanges, with a particular focus on training various units such as special forces, rapid response units, air force, and naval personnel, as well as the transfer of expertise in the defense industry.”
It was noted that the two parties also deliberated on the modernization of intelligence and communication systems, as well as the review and updating of the existing military cooperation agreement to integrate new areas of collaboration.
Minister Motshekga emphasized the significance of the defense partnership between ‘South Africa and the DRC, stating: “The defense collaboration between South Africa and the DRC is of paramount importance, not just for our two countries, but for the broader African continent. This partnership is crucial for fostering peace, security, and stability across the region.”
M23 Combatants Still Present in Walikale various reports indicate that M23 forces remain in Walikale despite their earlier announcement of withdrawal from the area. In a statement, M23 explained that their withdrawal has been delayed due to the presence of attack drones deployed by the Armed Forces of the Democratic Republic of the Congo (FARDC) and its coalition forces.
“The FARDC and its coalition forces have not withdrawn their attack drones from Walikale. This situation is delaying the repositioning of AFC/M23 forces in the area. It should be emphasized that this act constitutes a major obstacle to compliance with the ceasefire and thus compromises ongoing peace initiatives,” M23/AFC spokesperson Lawrence Kanyuka said.
March 23: Bukavu Defiant as Citizens Protest Against M23: 'We Want Our Congo’ | DRC, Rwanda speaks the same language of de-escalation. Qatar welcomes the progress achieved
Bukavu Defiant as Citizens Protest Against M23: “We want our Congo,” on multiple videos that were circulating online on Sunday night, protesters chant loudly, as they march the streets of Bukavu; playing drums, Vuvuzela, and singing, ‘We want our Congo, we want our Congo’ in Swahili with several messages against M23 and Rwanda. DRC, Rwanda speaks the same language of de-escalation. Qatar welcomes the progress achieved. Over the weekend, DRC and Rwanda issued statements that shows the two countries are now at the phase of agreement on the way forward. First, it was the statement issued by the DRC Foreign Affairs Minister on Saturday and then the DRC army published its statement on Sunday.
“The Armed Forces of the Democratic Republic of the Congo acknowledge the decision announced on Saturday, March 22, 2025, by the Alliance Fleuve Congo (AFC) and the March 23 Movement (M23) to withdraw from Walikale, in North Kivu Province. This decision follows the joint declaration made on March 18, 2025, between the State of Qatar, the Democratic Republic of the Congo, and the Republic of Rwanda,” FARDC said in its statement.
“The Armed Forces of the Democratic Republic of the Congo will refrain from conducting any offensive action against enemy forces and urge Congolese self-defense forces to do the same to encourage de-escalation, continue the Luanda and Nairobi processes, prioritize peace discussions, and advance the recently initiated negotiations held in Doha, Qatar, and Washington, D.C., USA, in the interest of peace,” the statement continued.
Rwanda through its spokesperson, also published a statement welcoming the developments in DRC: “Rwanda welcomes M23’s announcement on the repositioning of its forces from Walikale in support of peace initiatives underway, as well as DRC’s announcement that all offensive operations by FARDC and Wazalendo will be halted. Rwanda is committed to working with all parties to ensure adherence to commitments, particularly in the context of the Joint EAC-SADC Summit process and other initiatives which pave the way towards a lasting political and security settlement for the region,” the statement reads.
The Qatar Ministry of Foreign Affairs issued a statement to appreciate the two parties: “The State of Qatar welcomes the statements issued by the Democratic Republic of the Congo and the Republic of Rwanda on their commitment for de-escalation and reducing tensions in the eastern region of Congo, in regards of the M23 statement on their withdrawal from the Walikale area. Qatar views this as a significant positive step towards achieving stability and peace in the region. The Ministry of Foreign Affairs expresses the State of Qatar’s full appreciation to both DRC and Rwanda for their commitment to dialogue aimed at calming the situation in Eastern Congo, and commends their positive engagement and efforts to resolve the crisis through peaceful initiatives.”
March 22: Thousands mourn artist Delcat Idengo in Butembo. M23 pull out of Walikale
Thousands gathered at VGH roundabout, in Butembo to mourn artist and activist Delcat Idengo. The national anthem and Delcat Indengo song were played. In its report Human Rights Watch (HRW) highlighted that Indego was killed by M23 combatant. The HRW report explained: “On February 13, M23 fighters fatally shot the singer and activist Delphin Katembo Vinywasiki, known as Delcat Idengo, at his home in an apparently noncombat situation. On February 20, the AFC spokesperson, Lawrence Kanyuka, accused Idengo of being a member of the youth movement Lutte pour le Changement (Struggle for Change, or LUCHA) and told Human Rights Watch that the fighters killed him for wearing “military insignia.” In a separate incident, an independent source said M23 fighters summarily executed a LUCHA activist along with four other men after they carried out forced labor for the armed group.”
M23 pull out of Walikale amidst reports of airstrikes: In its statement, M23/AFC said: “The Alliance fleuve Congo (AFC/M23) informs the public of the following: In line with the unilateral ceasefire declared on February 22, 2025, and to support peace initiatives aimed at fostering conditions conducive to political dialogue addressing the root causes of the conflict in the eastern Democratic Republic of Congo (DRC),the Alliance Fleuve Congo (AFC/M23) has decided to reposition its forces from the town of Walikale and its surrounding areas.” The M23 announcement comes amidst reports of multiple airstrikes by FARDC on M23 positions, it was reported Kigoma airstrip as well as The Lowa Bridge were hit. There were multiple claims on social media that strikes occurred after reports of an unknown airplane landing at the Kigoma airstrip following M23 takeover. DRC Minister of Foreign Affairs,Thérèse Wagner, commented on the M23 statement; “We will, of course, see if the M23 will withdraw from Walikale and if the M23 is truly committed to prioritizing dialogue, peace, and, above all, human lives, which so far have not been given enough priority. We hope that this will be reflected in concrete actions, but this is a statement I have just learned about. It is important to observe how it will materialize, Wagner argued.
The DRC Minister of Foreign Affairs, Thérèse Wagner, reiterated the government’s commitment to negotiating with M23. “We are precisely in this phase of conflict evolution, and at this particular moment, the DRC has deemed it more appropriate, especially for the sake of our population, to engage in direct discussions with the M23 if doing so would lead to a cessation of hostilities and violence against our civilians,” she said. Watch the video here.

The AFC/M23 regrets this change of agenda,” AFC Spokesperson Lawrence Kanyuka, shared on X–
March 21:Justin Bitakwira meets Wazalendo in Uvira
Controversial Politician Justin Bitakwira met Wazalendo groups in Uvira, called for a separate command between FARDC and Wazalendo. “We want to live together between the national army and Wazalendo, but with a separate command. I repeat, everyone with their command, but in collaboration,” he said. “Because of what we have learned in FARDC, we realized that the enemy was superior to the army. We lost Bukavu without an enemy in sight, the whole army left and the enemy came slowly walking after three days. Uvira will never fell.”
In his meeting, Bitakwira argued that Bukavu and Goma will be rescued from Uvira and he commended the groups, while emphasizing that he will have a one-on-one with leaders of the Wazalendo from Shabunda, Uvira, Fizi, and Mwenda. “The whole world thanks Wazalendo, Uvira will rescue Goma and Bukavu, by stoping Kagame and his allies, the whole Congo respect you,” he said. “Wazalendo must have military discipline, you should not attack anyone innocent.” In his speech, he encouraged Wazalendo to prepare a list of people who can fill the empty slot left by people who have fled the violence. “The army must have discipline, ifa the army run away from fight it’s a shame of the nation. To the Wazalendo leaders present, we don’t want to hear every day a new General is coming up, every day there is a new General. We know each other,” he said, while discouraging drunkenness. “My message to the president, I ask him for the Minister of Defense to come here, the top army leadership to come here, all high-grade military equipment to be here, what are they doing in Kinshasa?” he asked. Bitakwira who is a former DRC minister and Uvira member of parliament was sanctioned for inciting violence against Tutsi.
