Over 40 CCM Members of Parliament Axed as Hundreds of Other Aspirants Move to Party Primaries. Talks of ‘Dynasty Politics’ Emerge

Over 40 Members of Parliament have been axed by CCM’s Central Committee, while hundreds of other aspirants have advanced to party primaries in an internal election tightly controlled by the party’s top leadership.

Some of the high-profile names dropped were considered to have stronger political influence in their constituencies compared to those who advanced to the primaries.

One such figure is Luhaga Mpina, a name many had been waiting to see if the ruling party’s Central Committee would endorse. Mpina, who has built a strong following as one of CCM’s most popular MPs, clashed with the CCM Chairperson in June 2025 when he broke from the norm of praising the leadership and instead demanded the fulfillment of campaign promises. President Samia reportedly did not appreciate Mpina’s stance—though it was well-received by his constituents—and called for a different candidate. Seven names have now been returned to contest the Kisesa constituency seat. Speaking to The Chanzo after the news broke, Mpina said he had nothing to comment on as he had just received the information.

Another surprise exclusion is January Makamba, widely regarded as a future presidential contender. Makamba’s name was not among the six cleared to contest in the CCM primaries, a move many are linking to internal party factions.

In Arusha, MP Mrisho Gambo has also been left out, while his close rival, Paul Makonda, is among the seven cleared for the primaries. Makonda is reportedly aligned with the CCM Chairperson’s inner circle, which includes Mohamed Mchengerwa, the current Minister of the President’s Office (Regional Administration and Local Government – PO-RALG).

Other notable exclusions include Emmanuel Ole Shangai of Ngorongoro and Christopher Ole Sendeka of Simanjiro. Both hail from constituencies that have experienced heightened tensions between the government and the Maasai community, particularly over land conservation issues. Among the six names cleared in Ngorongoro is Sylvanus Mizengo Ole Pinda, who has drawn speculation about whether he is related to former Prime Minister Mizengo Pinda.

‘Dynasty Politics’ Debate Grows

The shake-up has fueled growing debate about “dynasty politics” within CCM. One trigger was the unopposed nomination of Ridhiwani Kikwete (Chalinze constituency)  and Salma Kikwete (Mchinga constituency), the son and wife of the former President Jakaya Kikwete, both of whom were the only names returned for their respective seats.

Several candidates who are family members of the late President Ali Hassan Mwinyi, whose son is serving as the president of Zanzibar, also made it through to the primaries, including Abdulla Ali Mwinyi (Mahonda MP), Abbas Ali Mwinyi (Fuoni MP), and Asma Ali Mwinyi (Welezo). President Samia’s daughter, Wanu Hafidh Ameir, currently a Special Seats MP, is among three candidates seeking the Mkaunduchi seat after the incumbent was dropped.

Other names connected to former prime ministers, including Mizengo Pinda and Edward Lowassa, are also attracting attention and fueling discussions about family ties and political succession within the ruling party.

  5. Zuberi Mohamedi Kuchauka, Member of Parliament for Liwale
  6. Dr. Alfred James Kimea, Member of Parliament for Korogwe Urban
  7. Rashid Abdalla Rashid, Member of Parliament for Kiwani
  8. Geoffrey Idelphonce Mwambe, Member of Parliament for Masasi Urban
  9. Stephen Byabato, Member of Parliament for Bukoba Urban
  10. Abdallah Jafari Chaurembo, Member of Parliament for Mbagala
  11. Khamis Said Gulamali, Member of Parliament for Manonga
  12. George Ranwell Mwenisongole, Member of Parliament for Mbozi
  13. Nicodemas Henry Maganga, Member of Parliament for Mbogwe
  14. Hassan Zidadu Kungu, Member of Parliament for Tunduru North
  15. Daimu Iddi Mpakate, Member of Parliament for Tunduru South
  16. Mansoor Shanif Jamal, Member of Parliament for Kwimba
  17. Justin Lazaro Nyamoga, Member of Parliament for Kilolo
  18. Shabani Omari Shekilindi, Member of Parliament for Lushoto
  19. Mohamed Lujuo Monni, Member of Parliament for Chemba
  20. Flatei Massay, Member of Parliament for Mbulu Rural
  21. Innocent Edward Kalogeris, Member of Parliament for Morogoro South
  22. Ndaisaba George Ruhoro, Member of Parliament for Ngara
  23. Cecil David Mwambe, Member of Parliament for Ndanda
